The particle 了 is used after an action that has taken place, which has the same meaning as already.
For the character 都, I think you are right.
Let see these 2 sentences:
i. 每个人都吃完午饭了吗?(Did everybody finish their lunch?)
ii. 他吃完午饭了吗? (Did he finish his lunch?)
For sentence (ii), the 都 is not and should not be there. It is wrong to say ‘他都吃完午饭了吗?’
So the 都 in the sentence (i) should mean “all”, and not “already”.
